The DS Service policy governs web services used in Service Management.
Only users with the Service Administrator role can access web services.
Web services only change state if the Service Administrator inactivates
or activates the web service.

Web services are used in Service Management. A web service in
the inactive state cannot be added to service keys (that grant users
access to that web service) or service folders.
Active
Web services must be in the active state to be added to service keys
or service folders.
