The libraries policy controls whether a library is active or inactive. After creating a library, it must be activated. This lifecycle is used for Part Libraries, Document Libraries, and General Libraries.
The Libraries lifecycle includes these states:
New libraries are created in the inactive state. The librarian must promote the library to the Active state before it can be used.
The library is available to be used.
The librarian can promote the library to the Obsolete state when it is no longer needed.
