Only people assigned to the Project Lead and External Project Lead roles
can create a project (although any Engineering Central user can create
a project concept). When you create a project, you automatically become
the owner but you can then assign ownership to someone else. Anyone with
access to a project can view its lifecycle.
Project states are
controlled by the Project Space policy, which contains these states:
