Preliminary
The user can create a new rule of any type only if the feature or product
is not in the Release or Obsolete state. If the feature or product is
in either of these states, the "Create New" link will not be visible
in the List page of that rule.
Release
If a rule is in the Release state, connected features cannot be deleted.
When the feature or product is demoted from the Release state to the
Preliminary state, a trigger fires, demoting the connected rules to the
Preliminary state.
