A feature can be revised once it reaches the Release state. The Revise action command is displayed only when the feature in context is the latest revision and is in the Release state. The first revision of a feature is connected as an implemented item to an engineering change. The engineering change is the vehicle that releases all implemented items. It will promote all related items to their Release state. In other words, without an engineering change, no features can be released. If a new revision instance of a feature is created prior to the Release state, it does not need to be connected to an engineering change.
